一是因時(shí)因勢加強(qiáng)和創(chuàng)新宏觀調(diào)控，推動(dòng)經(jīng)濟(jì)回升向好。
1. We took more robust and innovative measures in conducting macro regulation in
light of evolving conditions and promoted economic recovery and growth.
二是堅(jiān)定不移全面深化改革擴(kuò)大開放，增強(qiáng)發(fā)展內(nèi)生動(dòng)力。
2. We deepened reform and opening up comprehensively with unswerving
commitment and boosted the internal momentum of development.
三是大力推動(dòng)創(chuàng)新驅(qū)動(dòng)發(fā)展，促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)。
3. We made major efforts to promote innovation-driven development and upgraded
the industrial structure.

二、2025 年經(jīng)濟(jì)社會(huì)發(fā)展總體要求和政策取向
要在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，以習(xí)近平新時(shí)代中國特色社會(huì)主
義思想為指導(dǎo)，全面貫徹落實(shí)黨的二十大和二十屆二中、三中全會(huì)精神，堅(jiān)持穩(wěn)
中求進(jìn)工作總基調(diào)，完整準(zhǔn)確全面貫徹新發(fā)展理念，加快構(gòu)建新發(fā)展格局，扎實(shí)
推動(dòng)高質(zhì)量發(fā)展，進(jìn)一步全面深化改革，擴(kuò)大高水平對外開放，建設(shè)現(xiàn)代化產(chǎn)業(yè)

沖擊，穩(wěn)定預(yù)期、激發(fā)活力，推動(dòng)經(jīng)濟(jì)持續(xù)回升向好，不斷提高人民生活水平，
保持社會(huì)和諧穩(wěn)定，高質(zhì)量完成“十四五”規(guī)劃目標(biāo)任務(wù)，為實(shí)現(xiàn)“十五五”良好開
局打牢基礎(chǔ)。
We must, under the strong leadership of the Party Central Committee with
Comrade Xi Jinping at its core, do the following:
follow the guidance of Xi Jinping Thought on Socialism with Chinese
Characteristics for a New Era
fully implement the guiding principles from the Party’s 20th National
Congress and the second and third plenary sessions of the 20th Party
Central Committee
adhere to the general principle of pursuing progress while ensuring
stability

fully and faithfully apply the new development philosophy on all
fronts, move faster to create a new pattern of development, and make

These efforts will enable us to lay a solid foundation for making a good start
to the 15th Five-Year Plan (2026–2030).
今年發(fā)展主要預(yù)期目標(biāo)是：國內(nèi)生產(chǎn)總值增長 5%左右；城鎮(zhèn)調(diào)查失業(yè)率 5.5%左
右，城鎮(zhèn)新增就業(yè) 1200萬人以上；居民消費(fèi)價(jià)格漲幅 2%左右；居民收入增長和
經(jīng)濟(jì)增長同步；國際收支保持基本平衡；糧食產(chǎn)量 1.4萬億斤左右；單位國內(nèi)生
產(chǎn)總值能耗降低 3%左右，生態(tài)環(huán)境質(zhì)量持續(xù)改善。
The main targets for development this year are projected as follows:

三、2025 年政府工作任務(wù)
（一）大力提振消費(fèi)、提高投資效益，全方位擴(kuò)大國內(nèi)需求。
1. Vigorously boosting consumption and investment returns and stimulating
domestic demand across the board
實(shí)施提振消費(fèi)專項(xiàng)行動(dòng)。
We will launch special initiatives to boost consumption.
積極擴(kuò)大有效投資。

（二）因地制宜發(fā)展新質(zhì)生產(chǎn)力，加快建設(shè)現(xiàn)代化產(chǎn)業(yè)體系。
2. Developing new quality productive forces in light of local conditions and
accelerating the development of a modernized industrial system
培育壯大新興產(chǎn)業(yè)、未來產(chǎn)業(yè)。
We will foster emerging industries and industries of the future.
推動(dòng)傳統(tǒng)產(chǎn)業(yè)改造提升。
We will promote the transformation and upgrading of traditional industries.
激發(fā)數(shù)字經(jīng)濟(jì)創(chuàng)新活力。
We will unleash the creativity of the digital economy.
（三）深入實(shí)施科教興國戰(zhàn)略，提升國家創(chuàng)新體系整體效能。
3. Fully implementing the strategy of invigorating China through science and
education and boosting the overall performance of China’s innovation system
加快建設(shè)高質(zhì)量教育體系。
We will move faster to build a high-quality education system.
推進(jìn)高水平科技自立自強(qiáng)。
We will improve self-reliance and strength in science and technology.
全面提高人才隊(duì)伍質(zhì)量。
We will enhance the overall caliber of talent.
（四）推動(dòng)標(biāo)志性改革舉措加快落地，更好發(fā)揮經(jīng)濟(jì)體制改革牽引作用。
4. Accelerating the implementation of landmark reform measures and better
leveraging the leading role of economic structural reform
有效激發(fā)各類經(jīng)營主體活力。
We will make effective moves to stimulate the vitality of market entities.
縱深推進(jìn)全國統(tǒng)一大市場建設(shè)。
We will make thorough efforts to develop a unified national market.

深化財(cái)稅金融體制改革。
We will further reform the fiscal, taxation, and financial systems.
（五）擴(kuò)大高水平對外開放，積極穩(wěn)外貿(mào)穩(wěn)外資。
5. Expanding higher-standard opening up and stabilizing foreign trade and
investment
穩(wěn)定對外貿(mào)易發(fā)展。
We will work for stable development of foreign trade.
大力鼓勵(lì)外商投資。
We will vigorously encourage foreign investment.
推動(dòng)高質(zhì)量共建“一帶一路”走深走實(shí)。
We will strive for solid progress in pursuing high-quality Belt and Road cooperation.
深化多雙邊和區(qū)域經(jīng)濟(jì)合作。
We will deepen multilateral, bilateral, and regional economic cooperation.
（六）有效防范化解重點(diǎn)領(lǐng)域風(fēng)險(xiǎn)，牢牢守住不發(fā)生系統(tǒng)性風(fēng)險(xiǎn)底線。
6. Effectively preventing and defusing risks in key areas and ensuring that no
systemic risks arise
持續(xù)用力推動(dòng)房地產(chǎn)市場止跌回穩(wěn)。
We will make continued efforts to stem the downturn and restore stability in the real
estate market.
穩(wěn)妥化解地方政府債務(wù)風(fēng)險(xiǎn)。
We will take prudent steps to defuse local government debt risks.
積極防范金融領(lǐng)域風(fēng)險(xiǎn)。
We will guard against financial risks.
（七）著力抓好“三農(nóng)”工作，深入推進(jìn)鄉(xiāng)村全面振興。
7. Making every effort to deliver in work relating to agriculture, rural areas, and
rural residents and taking solid steps to advance all-around rural revitalization

持續(xù)增強(qiáng)糧食等重要農(nóng)產(chǎn)品穩(wěn)產(chǎn)保供能力。
We will continue to improve our capacity for ensuring stable production and supply
of grains and other major agricultural products.
毫不松懈鞏固拓展脫貧攻堅(jiān)成果。
We will keep working to consolidate and build on our achievements in poverty
alleviation.

We will redouble efforts to implement regional strategies.
（九）協(xié)同推進(jìn)降碳減污擴(kuò)綠增長，加快經(jīng)濟(jì)社會(huì)發(fā)展全面綠色轉(zhuǎn)型。
9. Making coordinated efforts to cut carbon emissions, reduce pollution, pursue green
development, and boost economic growth and accelerating the green transition in all
areas of economic and social development
加強(qiáng)污染防治和生態(tài)建設(shè)。
We will enhance pollution prevention and control and ecological conservation.
加快發(fā)展綠色低碳經(jīng)濟(jì)。
We will accelerate development of the green and low-carbon economy.
積極穩(wěn)妥推進(jìn)碳達(dá)峰碳中和。
We will actively and prudently work toward peaking carbon emissions and achieving
